EMERGENCY
MANAGEMENT
In today's world, public and private organizations are faced with
new challenges to secure and protect their people, physical plant,
data, information technology, and customers. Recent events have
made us recognize our vulnerability and require us to focus on preparation
for unforeseen emergencies.
An emergency is a natural, man-made or technological event that
significantly disrupts our environment (e.g. severe storm, bomb
threat, loss of utilities, child abduction or bioterrorist attack).
Emergency management is defined as “the discipline and profession
of applying science, technology, planning and management to deal
with extreme events that can injure or kill large numbers of people,
do great damage to property, and disrupt community life”.
The emergency management process is comprised of four components,
each critical to ensuring the success of emergency response. The
component activities are mitigation, preparedness, response, and
recovery.
Mitigation activities are those that organizations undertake
in attempting to lessen the severity and impact of a potential emergency.
A component of the mitigation process is to conduct a comprehensive
vulnerability assessment and analysis of the organization’s
physical plant, operations, and surrounding community to identify
the hazards and determine the direct and indirect effect these hazards
will have on the organization.
Preparedness activities are those an organization undertakes
to build capacity and identify resources that may be utilized should
an emergency occur. One of the key elements of preparedness is the
organization's written Emergency Plan. This plan will take into
consideration information obtained during the mitigation process
and will also include elements such as, emergency response procedures,
coordination with outside organizations, specialized equipment,
training, and emergency exercises.
Response activities are those specific steps that need
to be taken immediately following Emergency Plan activation. Typically,
these are steps that ensure the health and safety of the organization's
personnel, guarantee site security, secure data and information
technology, protect emergency responders, ensure emergency notification,
and prevent additional physical plant damage.
Recovery activities follow the termination of the Emergency
Plan and will include both immediate and long-term recovery needs
of the organization. One of the most critical steps is the conduct
of an audit to assess damage and the appropriate steps needed to
return to normal business practices. Communication with employees,
customers, suppliers, creditors, and outside professionals in the
legal and insurance fields would be necessary. Records should be
maintained to document damage suffered and the costs incurred so
that appropriate funds may be obtained to assist with the recovery
efforts.
StoneGate Associates has worked with numerous hospitals, medical
centers, school systems (K-12), Colleges and Universities and other
organizations to ensure that they are prepared to deal with emergencies.
Additionally, we have worked with both County and Local Office of
Emergency Management officials and FEMA representatives to help
secure significant funds as part of our client's recovery efforts.

management plans, to training staff and conducting emergency drills,
